SACC Public Policy Update

VOTERS RETURN ANC TO POWER WITH AN INCREASED MAJORITY

The Independent Electoral Commission formally announced the results of the 2 June elections on 7 June. The ruling African National Congress increased its majority in the National Assembly and regained control of seven of the country's nine provincial governments. In KwaZulu-Natal and the Western Cape, where no party secured an overall majority, negotiations are underway to form coalition governments. In KwaZulu-Natal, the ANC and the Inkatha Freedom Party are expected to share power under an IFP premier. In the Western Cape, parties are struggling to forge a broad-based coalition after the collapse of an early attempt by the National Party, the Democratic Party, and the African Christian Democratic Party to form a government that excluded the ANC.

The National Assembly will convene on 14 June to elect the President. Following the President's inauguration in Pretoria in 16 June, there will be a week of orientation for members of the National Assembly. The National Council of Provinces will convene on 24 June. The President will address a joint sitting on 25 June. Parliament will recess at the end of June and is only expected to reconvene for a legislative session at the beginning of August.

Note: NCOP seats are allocated by provincial legislatures, so the final configuration will not be confirmed until the NCOP convenes. The above table represents a provisional allocation, based on the formula set out in the Constitution (Schedule 3, Part B). In terms of the Constitution (sec. 60-62), each provincial delegation is made up of six permanent delegates and four special delgates.
